Officer Dawn Silva said Labrada placed an Apple AirTag under the bumper of her car to track her movements. Labrada told investigators he bought the AirTag to track luggage while on a cruise, but denied using it to track Silva. However, investigators found evidence on his city-issued cell phone that showed he had used the device to monitor Silva’s movements for several months. Labrada retired after the panel’s decision but before he could be disciplined.
